The XII Ibero-American Congress of Municipalities, organized by the Government of Caldas (Colombia), the UIM, and UNDP, is the most important and influential municipalistas technical Ibero-American meeting, local authorities (mayors / as, aldermen / as), management and local, regional governments and their associations, cooperative networks, training centers, business sector and UIM Club members.
In just one year, the international community has adopted three ambitious agendas: Agenda 2030 for Sustainable Development, the Paris Agreement on Climate Change and the New Urban Agenda. Local and regional governments have proved to be fundamental for achieving these agendas, however, we need to redefine their role, to ensure the implementation of governance and monitoring mechanisms at local, national and global level.
The twelfth edition of this Congress, will address the priority issues on the agenda of local and regional governments, which will guide your action in the coming years.

objective

UIM, takes its responsibility as an international organization that works to strengthen local space in Latin America and from his work shall transform the opportunities and challenges of the ODS local agendas that provide local and territorial vision against targets directly related to responsibilities and functions of Local and Regional Governments - beyond the target 11 - urban and territorial dimension of sustainable development.

The XII Latin American Congress of Municipal explore and discuss the structural changes that are necessary to raise from local to global development SUSTAINABLE from a different perspective, including new inclusive forms of governance, changes in patterns of production and consumption, protecting the planet and ensuring that all people enjoy peace and prosperity.

Congress also constitutes a sectoral space, which will revitalize the Latin American municipal movement and strengthen the network of local, regional, universities, governments and local businesses, making face meetings and sharing experiences and knowledge.

Expected results

the Latin American municipalist community (local and regional governments, universities and local businesses) is an opportunity to discuss, reflect and exchange experiences on key social, environmental and economic dynamics that have a clear impact on improving the processes of sustainable development and local governance, in line with the ODS.

Improve territorial articulation and horizontal collaboration between local governments, civil society, private sector and university, aimed at forging strategic alliances and networks of relations and exchange of experiences.

Drafting and signing of the Declaration of Manizales, the result of extensive discussions and reflections capture the major agreements and commitments of local, regional, universities and companies around the main challenges and opportunities for the territorialization of the Sustainable Development Goals . Statement will be elevated to the Ibero-American General Secretariat - SEGIB.
